RE: House unification now involving House Liao.

Finest Precentor,

It seems that an unprecidented unification of the Great Houses has come into affect.  House Liao is now sending BattleMechs into the Free Rasalhage Republic to bolster their Periphery border.

This brings into play another bit of information.  As per our last communication, we sent investigators to the Periphery border and have picked up numerous transmissions of heavy conflicts with a yet to be identified force.  Also during this time, we have intercepted large amounts of encrypted communications from locations in the Periphery.  Our communications specialists have been able to break through some of the encrypted messages but they have rather unique contents.  One message that keeps appearing in numerous transmissions has been deciphered to the following:

"With falcon claws we smite our foes. And with falcon tenacity we win."

The root meaning of the message is still unknown at this time.

We would like to request formal permission from the Primus to use the data passage used by this new message stream to try and make contact.  As they seem to speak our common language, a broad spectrum transmission from our end should surely reach someone of importance.  We would also like to prepare Order designations: Rho, Delta, Alpha, Beta and Gamma.  If we are able to establish communications, we will need to be sure to monitor and understand their culture and mannerisms moving forward.
